6. ORAL COMMUNICATIONS AND CONSENT CALENDAR - CITY COUNCIL/REDEVELOPMENT AGENCY BOARD
Items on the Consent Calendar are considered to be routine by the City Council will be enacted by one motion and one vote. The Consent Calendar category is limited to 15 minutes of comment to be allocated as determined by the Mayor/Chair. If you wish to speak to items on the Consent Calendar, please complete a speaker's card and give it to the Deputy City Clerk/Council Assistant.

MOTION: waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

Approve the Special (Boards, Commissions, and Committees Interviews) City Council meeting minutes of April 7, 2008.

Three-year agreement to continue providing information technology services to the City of East Palo Alto.

Recommendation:
Approve, by motion the three-year agreement to provide information technology (IT) services to the City of East Palo Alto and authorize the City Manager to sign the agreement under which Redwood City will provide information technology services to the City of Palo Alto between July 1, 2008 and June 30, 2011.

C.

Renewal of agreement with Claims Management Inc. (CMI), to serve as the City’s Third party Administrator for workers’ compensation services.

Recommendation:
By motion, authorize the City Manager to execute the renewal of the agreement between the City of Redwood City and CMI to act as Third Party Administrator (TPA) for the City’s self-insured workers’ compensation program for the period of July 1, 2008 through June 30, 2009.

Workers’ Compensation excess insurance coverage.

Recommendation:
Authorize by motion, renewal of agreement with the County Supervisors Association of California (CSAC) Excess Insurance Authority effective July 1, 2008 through June 30, 2009 (Fiscal year 2008/2009).

Crossing Guard Service.

Recommendation:
Authorize the City Manager to enter into a one-year contract with All City Management Services to provide crossing guard service for fiscal year 2008-2009.

Dedication of City Service Easements at Westport Office Park in Redwood Shores at Bridge Parkway and Island Drive for purposes of Recycled Water Pipeline.

Recommendation:
Accept, by motion, the dedication of a City Service Easement granted by the owners of Westport Office Park for the purpose of the construction of recycled water pipeline, and direct the City Clerk to record deeds for this easement with the County of San Mateo.

Award of Contract – 2007-2008 Sewer Main Replacement Project.

Recommendation:
Approve, by motion, the Contract Documents and award the contract for the 2007-2008 Sewer Main Replacement Project to the lowest responsible bidder, Sanco Pipelines, Inc. of Campbell for their low bid of $765,746.32 and authorize the City Manager to increase the contract amount, if necessary, up to 10% of the amount awarded.

Award of Contract – 2007-2008 Asphalt Rubber Chip Seal Project.

Recommendation:
Approve, by motion, the contract documents and award the contract for the 2007-2008 Asphalt Rubber Chip Seal Project to the lowest responsible bidder, International Surfacing Systems of Modesto, for their low bid of $698,388.56 and authorize the City Manager to increase the contract amount, if necessary, up to 10% of the amount awarded.

Award of Contract – 2007-2008 Slurry Seal Project

6.2 Section – Resolution

A.

Authorization of Strategic Economics for Access to California State Board of Equalization Sales and Use Tax Records and Approval of Non-Disclosure Agreement.

Recommendation:
1. Adopt a resolution designating Strategic Economics as an authorized representative of Redwood City so as to have access to all City sales and use tax records of the California State Board of Equalization;
2. Approve Non-Disclosure Agreement with Strategic Economics.

RESOLUTION REQUESTING THAT THE CALIFORNIA STATE BOARD OF EQUALIZATION PERMIT STRATEGIC ECONOMICS TO EXAMINE ALL OF THE SALES AND USE TAX RECORDS OF THE SAID BOARD PERTAINING TO SALES AND USE TAXES COLLECTED FOR THE CITY BY THE SAID BOARD; AND CERTIFYING THAT STRATEGIC ECONOMICS MEET ALL OF THE CONDITIONS MANDATED BY CALIFORNIA REVENUE AND TAXATION CODE SECTION 7056 (B) (1)
